One of our  members resigned at our February meeting, which after the sudden death of another member at Xmas 2018, resulted in us being forced into abeyance by Highland Council  on the grounds that our remaining 5 elected members were below the 50% required to operate, and that our 4 coopted members did not count as members in this regard, in spite of Highland Council having already agreed  to abolish this rule in the CC Scheme of Establishment from September 2019
We appealed this harsh decision unsuccessfully with Highland Officers and were refused the opportunity to hold an interim election to fill vacancies. We were told we must shut down for 6 months till the next round of elections in September 2019.
Due to errors in the ballot paper  elections  had to be run twice and were not completed till January 2020 so we were out of action for 12 months.
During that period the remaining 9 Community Councillors  continued to serve the community as individual  Community Councillors, with several members supporting activities of the West and Suburban CC as non voting Associate Members, but we were barred from holding our own meetings, operating our bank account or fulfilling the CC's duties as Statutory Consultee for Planning and Licensing applications during this period, leaving 5600 Nairn residents in the Nairn River patch without representation.
