Minutes​ ​of​ ​the​ ​meeting​ ​held​ ​on​ ​15th​ ​November​ ​2017​ ​at​ ​the​ ​Nairn​ ​Community​ ​Centre 

Members​ ​Present​ ​:​ ​Tommy Hogg (TH)(Chair), Hamish Bain (HB), Steven Bain (SB)(Treasurer), Aidan McCormack (AM), Mandy Lawson (ML), Stephen Fuller (SF)(Secretary), Paul McIvor (MC).
 Also​ ​Present​ ​: Cllr Liz MacDonald (CllrLM), Cllr Tom Heggie (CllrTH), Cllr Laurie Fraser (CllrLF), John Dolan [Nairnshire Telegraph] Plus 6 members of the public. 

Apologies​ ​:​ ​Simon Noble, Cllr Peter Saggers, John Hume, Iain Bruce
 2 There were no Declarations of interest. 
3 Minutes​ ​of​ ​last​ ​meeting​ ​held​ ​20th​ ​September​ ​2017 
There was an amendment to be made on item 11, the area being referred to by HB was not at the junction across from the cemetery but at the crossing further down. With the amendment the minutes were proposed by SB and seconded by ML.

 4 Matters​ ​Arising​ ​from​ ​the​ ​minutes 
In regards to the parking issue at the Sundancer the Chair had spoken to the owner and relevant council officer in hope that the area will be kept clear in future. SB queried who should the cheque be made out to for the christmas lights donation, CllrLM stated that it should be the Rotary Club

5 Treasurer's​ ​Report SB circulated the Treasurer's Report,
The CC account balance is sitting at £7,547.52. 

 CllrLM asked if there were any projects that the CC would consider to put this money to good use. The chair stated that there was the celebration trees concept but nothing has been decided on this. 
There followed discussion on project ideas with suggestions such as riverside paths amongst others. AM put forward that the CC should be consulting the residents within the community that the CC represents. A document on consultation and good practice and model consultation for community councils was circulated around the members. 
It was suggested that the money held by the CC could be put to good use to consult those within the NRCC area. The guidance for CCs states that a survey should be produced once a year. It was proposed that a subgroup be setup to prepare and take forward the consultation. This idea was met with approval from the meeting. Members who would like to be a part of the group included AM, PM and TH. Emails would be circulated amongst all the members to invite them onto the group and start the ball rolling.   ACTION AM​ ​:​ ​Email members and setup consultation subgroup

 6 Secretary​ ​Correspondence 
There was correspondence from Fred Holmes to notify the CC that he would be standing down from NRCC. This left another vacancy on the CC and it was suggested that the positions should be advertised. 

7 Celebration​ ​Trees
 IB was not present at the meeting and there were no further updates in to report. 

8 "Smiley​ ​Face"​ ​speed​ ​sign​ ​at​ ​the​ ​Grantown​ ​pedestrian​ ​crossing &​ ​alterations​ ​at​ ​Balmakeith​ ​drive​ ​for​ ​safer​ ​egress. 
The Chair stated that after speaking to Richard Portius he was told that there was originally two speed signs available and earmarked for that area but since then these signs have been commandeered for another area. There would be a look out kept for more of these signs for in future. HB stated that the Balmakeith drive issue is that you can’t see what is coming traffic from the left or the right. The crossing itself further Page 2 of 3 down it was felt that it needs to be made into a priority crossing. HB told the meeting that Cars flash pedestrians to cross as cars come in both directions and that there is confusion over who has right of way. It was noted that this route is used by many in the area including the elderly and was also part of the safer routes to school. 

9 A96​ ​-​ ​Nairn​ ​Traffic​ ​Lights​ ​-​ ​Proposed​ ​Trial

 The Chair told the meeting of the notification that the Albert Street traffic lights were to be turned off and covered up at the end of this month through to March 2018. Based on the results of the trial after this period the lights may be removed altogether. 

9 Forres​ ​Road​ ​Land​ ​Updates 
HB told the meeting that the Deveron Homes application had been withdrawn. There followed discussion surrounding the land, it’s capacity for the degree of development and the level of infrastructure to support development. There was talk about preserving the trees in the area and the land in general it was also noted the need for social housing. After discussions the Chair stated that at the moment that the CC should be prepared for a new application coming forward. 

10 Planning​ ​Applications

11 AOCB 
From the floor the meeting was given highlights from recent Highland Council Committees around local housing strategy, the housing land audit, flood prevention and property management.
